Lottery officials in Laos are rigging the national lottery by manipulating winning numbers, sources in the communist country say. For example, the winning number in last month’s drawing was 509 but appeared only as a five on purchased tickets throughout the day of the drawing.

Lotteries in Canada are governed by the Criminal Code and the Gaming Act of Canada. They are a source of income for the provincial and territorial governments, and they contribute to the welfare and health of Canadians through their charitable work.
