For example, on Oct. 14, the number 509 appeared only as a five on ticket purchased throughout the day of the lottery drawing, while it appeared as a nine 10 minutes before the draw was to be made.

The companies responsible for the lottery’s work also include private business interests with close ties to the country’s ruling elite, another source told RFA. He said the government should resume control of the national lottery because private business interests “can’t be responsible for the national lottery because the drawings can’t be trusted.” The government can also ensure that the winnings are distributed fairly to all players.
