In Canada, lottery games became legal in 1967 when the federal Liberal government introduced an Omnibus Bill to update a number of obsolete laws. Prior to that, the city of Montreal’s mayor Jean Drapeau had tried to recover money spent on the World’s Fair and subway system by introducing a “voluntary tax” that allowed players to play for up to $100,000 in silver bars (not money) in return for a $2.00 donation. The federal Minister of Justice claimed this was a lottery and that it violated the law, but Drapeau insisted that his tax did not contravene the law.

The Canadian national lottery is regulated by the Lottery and Gaming Corporation of Canada. It offers four nationwide lottery games: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. Several provincial and territorial governments also operate lotteries in their jurisdictions. In the United States, state-licensed lottery operators sell tickets for keno and video lottery terminals, or VLTs, which are slot machines in all but name. Instant lottery tickets, or scratch cards, were introduced in the 1970s and became a major source of US lottery revenue.

In New Zealand, Lottery New Zealand is an autonomous Crown entity that administers a national lottery game of the same name, as well as keno and scratch card games. Lottery New Zealand’s profits are distributed by the New Zealand Lottery Grants Board directly to charities and community organizations. The New Zealand Government does not tax Lottery proceeds.
