Lotteries are games of chance operated by governments or private businesses that award prizes based on the numbers drawn in a drawing. Prizes can range from a modest amount to the jackpot prize, which in some cases may be several million dollars. Some countries have state-based lotteries while others have federally regulated lotteries.
Some countries, such as Canada, have multiple lotteries. New Zealand has four nationwide lotteries operated by the Government through an autonomous Crown entity, Lotto New Zealand (formally the New Zealand Lottery Commission). Lottery profits are distributed by the Lottery Grants Board to community groups including sport and recreation, arts and culture, and health and education.
In the United States, state-based lotteries account for the majority of lottery revenue. However, some jurisdictions also have national games like Powerball and Keno. Instant lottery tickets, known as scratch-off tickets in some countries, are also popular and a major source of revenue. Some US lotteries sell e-tickets for the online version of their games.
The largest lottery in the world is operated by the state of California, which has a multi-billion dollar prize pool. The state’s prize pool is made up of ticket sales and a portion of tax revenues, which are used for a variety of public services, including public education. The Lottery is the most important source of revenue for the State, and it has been a strong contributor to California’s economic recovery since the Great Recession.
A few months after winning the lottery, Dokkeo said her phone has been ringing nonstop with texts and calls from friends, family, and strangers. Her first priority is to share the money with her children, but she’s also looking forward to taking some time off to travel. “South Korea, Japan, Vietnam—you name it!” she says.
In Quebec, Mayor Jean Drapeau tried to raise money for the city’s new subway system by introducing a lottery-like “voluntary tax”. For a $2.00 fee players could enter a draw and win silver bars. He argued that the tax was legal because it did not contravene federal law, and because the winner could choose to keep the prize or donate it. In 1967 the Canadian parliament introduced a special bill—an Omnibus Bill—to bring up-to-date a number of out-of-date laws, including one regarding lotteries.
A Lao State official who spoke on condition of anonymity told RFA that private business interests with ties to the country’s ruling elite are responsible for operating the national lottery. The official called on the government to resume control of the lottery because “the drawings can’t be trusted.” The winning number in the Oct. 14 drawing was 509, but this number appeared only as 5 on purchased tickets sold throughout the country before it was changed 10 minutes before the draw.
