Officials and business interests with a stake in the lottery have been accused of manipulating winning numbers and limiting payouts to favored businesses. The number 09, for example, often appears as a winning prize but has also vanished from purchased tickets. In addition, the winning numbers in the national lottery are sometimes changed after they have been announced. This practice is a violation of the law and should be stopped, said one caller to RFA. He added that private business interests should not be allowed to take responsibility for the national lottery, because the drawings cannot be trusted.
