The country of Liechtenstein has a state-controlled lottery called the International Lottery Foundation (ILLF), which sells its tickets on several websites. The foundation also supports charitable projects and organizations domestically and internationally.

While the national lottery is a popular form of entertainment, it has come under increasing criticism from government critics and from opponents of legalized gambling. One concern is that the state-controlled lottery does not have enough oversight to prevent corruption and fraud. Another is that the lottery is a significant contributor to the nation’s debt, and that it does not generate sufficient tax revenue to fund public services.

A recent scandal in the communist country of Laos has highlighted these concerns, with lottery officials accused of rigging the system and manipulating winning numbers in order to avoid large payouts. For example, a number that appeared on the winning ticket of the Oct. 14 drawing in the capital of Vientiane was changed only 10 minutes before the draw after it became apparent that it had been selected by a large number of players. The number was 134, but was later changed to 662, a source told RFA’s Lao Service on condition of anonymity. Laos’s government recently ordered the lottery to reduce the number of drawings to one per week, and to improve its transparency. The office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the legal state lottery, requiring that the ministry work with the Ministry of Security to address the issue.
