For example, a number that appeared on the winning ticket of the Oct. 14 drawing in the capital of Vientiane was changed only 10 minutes before the draw after it became apparent that it had been selected by a large number of players. The number was 134, but was later changed to 662, a source told RFA’s Lao Service on condition of anonymity. Laos’s government recently ordered the lottery to reduce the number of drawings to one per week, and to improve its transparency. The office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the legal state lottery, requiring that the ministry work with the Ministry of Security to address the issue.
