These lotteries are administered by the Interprovincial Lottery Corporation, a consortium of the five regional lottery commissions owned by their respective provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Northwest Territories, Yukon).

A number of questions have been raised over the integrity of the Lao lottery system, particularly when the winning numbers for the drawing on Oct. 14 this year were 509, which many consider unlucky. Some players have even accused the lottery company of manipulating results. One Vientiane resident told RFA’s Lao Service that he saw the number “509” disappear from purchased tickets throughout the day of the drawing, only to reappear as a different number just before the actual draw. Finance Ministry official Vilasack Phommaluck denied the accusation, telling RFA that it was not under the purview of the lottery steering committee to block certain numbers or not sell them at all.

In Australia, state and territory-based lotteries operate under government licence. Licensed operators include the Tatts Group which operates Australia’s national lottery and other state-based games. There are also two licensed re-sellers which offer lottery products in the online arena. The Australian Lottery also provides a free televised lottery show which is broadcast nationally and is available in several languages. Lottery tickets can be bought at most grocery stores and convenience outlets, as well as from ticket agencies online. Winners must validate their ticket with the retailer to claim their prize.
