Some lotteries are used to fund charitable projects and organizations domestically and internationally. Others are used to promote social issues and to stimulate tourism. The profits from some lotteries are also used to fund government programs.

In Laos, the state lottery is rigged by business interests with connections to top ruling officials, RFA’s source said. Officials in the communist nation are rigging drawings to avoid large pay-outs, he added. Drawings are often rigged by making numbers disappear from tickets that are purchased, and by limiting the selection of lucky numbers.

The Lao government sent a directive on Aug. 17 asking the ministry that oversees the state lottery to work with police to better manage the problem, RFA’s Lao service reported. The directive also aimed to reduce the frequency of drawing and improve transparency in the process. A spokesman for the Lao state lottery department, Sila Viengkeo, told RFA that the government will take measures to enforce the directive.
