In Laos, lottery officials are accused of rigging the system to avoid large pay-outs. The country’s national lottery is controlled by a consortium of business interests, including some people with connections to the ruling elite, sources tell RFA’s Lao Service. In a bid to curb these allegations, the office of Prime Minister Thongloun Sisoulith recently sent a directive to the ministry that oversees the state lottery, calling for it to reduce the number of drawing times and make winnings more transparent.

In Japan, the government banned state-sponsored lotteries in 1889, but they reappeared during the Meiji era as “voluntary taxes” and “competitions of answers” to questions about the city. These became very popular, with the winner receiving a small gift such as a book. In the 1990s, a privately run lottery was introduced, and in 1996, Lotteria launched the first Internet-based game. The company has since expanded its operations to include a variety of games, including instant scratch card games.
