The lottery is a form of gambling in which people purchase chances to win a prize, such as money or goods. Ticket sales are usually restricted to those over the age of 18. Many governments regulate the lottery, and some prohibit it. In the United States, for example, lotteries are operated by state governments and private companies. In some jurisdictions, the profits from a lottery are used for public purposes. In the UK, the National Lottery is overseen by the Gambling Commission. The New Zealand Lottery is controlled by the Government through an autonomous Crown entity, Lotto New Zealand (formerly New Zealand Lotteries Commission). Profits from the lotteries are distributed by the New Zealand Lottery Grants Board directly to charitable and community organizations, including Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission. In addition, the lottery provides four nationwide games: Lotto, Keno, Bullseye and Instant Kiwi scratch card games.

A state official speaking on condition of anonymity told RFA that some of these business interests are connected to members of the ruling elite. The official said that the state will seek to tighten regulations on the lottery industry.

In the United States, lottery games are regulated at the federal and state levels. Most state laws require that all games be supervised by a state gaming agency. In addition, some states have passed laws to prevent the sale of lottery products containing false or misleading information. The largest lottery game is the Powerball, which is played in 44 states and the District of Columbia. In addition to Powerball, there are the Mega Millions, the Florida Lottery and the Georgia Lottery.

In Canada, until 1967, buying a lottery ticket was illegal. But in that year, the Liberal federal government introduced a special law (an Omnibus Bill) designed to bring up-to-date a number of obsolete laws. The law included a section on lotteries, which was sponsored by Montreal Mayor Jean Drapeau.
