On good days they sell 250 tickets and on bad days only 180. Their heavy 16-hour shift begins with a breakfast of rice and vegetable soup at 5 am. Huong and Manh then head out onto the streets of Saigon, attempting to sell lottery tickets to as many people as possible.
Lao state officials have warned that private business interests with a stake in the national lottery are rigging the system. The businesses involved include some with connections to the country’s ruling elite, a source told RFA’s Lao Service. Often, the winning numbers in the national drawing do not appear on purchased tickets or they disappear from the ticket after the drawing. In one such case, the number 509 did not appear on tickets sold throughout the day of Oct. 14 until 10 minutes before the drawing.
The government has sent a directive to the Ministry of Finance, which oversees the legal state lottery, asking that it take steps to improve the lottery. It wants the Ministry to reduce the number of drawing days and ensure that lottery results are handled more transparently. It is also asking that the lottery be run by state-owned enterprises rather than privately owned ones.
