Canada had a legal state-run lottery until 1967, when Montreal Mayor Jean Drapeau, in an attempt to recover money spent on the World’s Fair and a new subway system, announced a “voluntary tax.” The alleged tax involved paying $2.00 for a chance to win a silver bar rather than money. There was debate over whether this was a lottery, but the monthly draws went ahead without issue with players from Canada and other countries.

On a good day, Huong sells 250 lottery tickets and makes a profit of about 11 US-Dollars per shift. She has to work for 16 hours a day, so she cannot take time off to care for her baby. Selling lottery tickets is her only way to make money. As a single mother, she chooses this job over the socially detested act of begging for money. The Vietnamese social security systems are not yet able to handle the large number of poor people in the country. Consequently, for many Vietnamese, the lottery is their only source of income. Besides selling tickets, Huong and her husband spend their spare time together cuddling, feeding and petting their pregnant daughter. Their life is a struggle, but they are happy. They are hopeful that they will soon have a bigger family. Until then, they must continue to struggle to feed themselves and their child.
