The spokesman said that the companies have a contract to manage the national lottery, and they pay an annual fee for the privilege. But the public is not told how much money these business interests make from the lottery.

Lottery officials in the communist country of Laos are rigging the system and manipulating winning numbers to avoid large pay-outs, sources in the nation’s capital tell RFA. Drawings often show numbers that disappear from purchased tickets, or that are deemed unlucky by many players. For example, the number 09 appeared only as a 5 on tickets sold throughout the day of a lottery drawing this year in October, despite many buyers seeking to pick that number because it is associated with buffaloes, a symbol of good fortune. The number finally appeared on the winning ticket only 10 minutes before the drawing was scheduled to take place.
