Lotteries are games of chance in which numbers are drawn to win a prize. They are popular worldwide and are regulated by national and international law. Many US states have other lottery-style games, such as Keno and video lottery terminals (also known as keno machines).

In the communist country of Laos, people who manage the state lottery have been accused of rigging the system to avoid large pay-outs. The winners’ numbers often appear only on purchased tickets for a limited time, then vanish before the next drawing. For instance, the winning number of 509 in the Oct. 14 drawing appeared only on tickets purchased throughout the day of the drawing, a source told RFA’s Lao Service on condition of anonymity.

Officials at the Ministry of Finance, which oversees the state lottery, have reportedly taken action to improve the system, urging that the number of drawings be reduced from two to one per week and that the system be handled in a more transparent way. The office of Prime Minister Thongloun Sisoulith also sent a directive on Aug. 17 asking the Ministry of Finance to work with the Ministry of Public Security to better handle the problem, the sources said. The directive also urged the ministry to close informal football lotteries and lottery chances sold via short messaging services. It did not specify a date for when the measures will take effect. In Laos, gambling is illegal unless it takes place in Special Economic Zones, which are usually leased out by the government to boost foreign trade. However, online casinos accepting players from Laos offer many of the country’s most popular games. Many of these sites are based in offshore locations to avoid being caught by the government.
