State lottery officials in the communist country of Laos have been accused of rigging the system by manipulating the winning numbers to avoid large pay-outs, sources tell RFA’s Lao service. In one example, a number that was drawn in an Oct. 14 drawing was displayed only as 134 on purchased tickets throughout the day but was later changed to 662, sources said. The tampering was discovered after a caller to the national lottery hotline complained about the change.
