Lotteries are games of chance where players try to match a series of numbers or symbols. Usually, the player must correctly choose all of the numbers or symbols in order to win the prize. There are many different types of lottery games, including instant scratch-off tickets. Some are organized by government agencies and others are privately run. The games are popular worldwide and they have raised billions of dollars for charities and other causes.

The government of New Zealand runs a national lottery, Lotto New Zealand, which distributes its profits to various charitable and community organizations. Some of the groups supported include Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission. Lottery profits are also distributed to schools through the Schools Lottery Grants Board. The New Zealand Lottery is regulated by the Gaming and Gambling Act of 1993.

In the communist country of Laos, lottery officials are rigging the system by manipulating winning numbers in order to avoid large pay-outs, sources say. Drawings in the state-run lottery often show numbers that vanish from purchased tickets or are deemed unlucky, according to RFA’s Lao service. The number 09, for example, appeared only as 5 on tickets sold throughout the day of an Oct. 14 drawing, even though the number had previously appeared as 134 in previous drawings.

The shady operation is being scrutinized by the country’s prime minister. Officials in the office of Thongloun Sisoulith have sent a directive to the Ministry of Finance, which oversees the country’s legal state lottery, asking the ministry to work with the police to better manage the problem, RFA’s Lao service reported. The directive also asks the ministry to reduce drawing times and handle winnings more transparently. It also orders the ministry to close down informal football lotteries and lottery chances that are sold through short messaging services.

Private business interests should not be responsible for the lottery’s work because the results can’t be trusted, a government source who requested anonymity told RFA. He added that the business interests include people with connections to the ruling elite in the country.

In Canada, there are four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. These are operated by the Interprovincial Lottery Corporation, a consortium of the five regional lottery commissions owned by the provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut), and BC Lottery Corporation (British Columbia).

In Liechtenstein, the International Lottery Foundation (ILLF) operates Internet lotteries under the PLUS Lotto brand. The ILLF pioneered Internet gaming, having launched the Web’s first online lottery in 1995 and processed the world’s first online gaming transaction. The ILLF also offers other products, including instant scratch-off games.
