In the communist nation of Laos, government officials are rigging the lottery system to avoid large pay-outs, sources in the country told RFA’s Lao Service. Among other things, they’re manipulating winning numbers. The number 509, for example, disappeared from purchased tickets during the Oct. 14 drawing. This is because the number is associated in Laos with the buffalo, which is a symbol of good fortune. The number was later restored, but only 10 minutes before the scheduled drawing.
