Lotteries are a form of gambling in which players have the chance to win a prize by matching numbers drawn at random. The prizes are often small, such as a free ticket to a public event or cash. Some governments regulate the operation of lottery games, while others do not. In the United States, state and local governments regulate the game, but federal laws do not prohibit it. Private business interests have also entered the field, forming companies that sell tickets and charge premiums on top of the base lottery price. The GTech Corporation, based in West Greenwich, Rhode Island, administers 70% of the worldwide online and instant lottery business.

In Canada, the government created a special law (the Omnibus Bill) in 1967 to bring up-to-date a number of obsolete laws related to lottery games. Prior to this, purchasing a lottery ticket was illegal in the country. In addition to the national lottery, the country has provincial and territorial lotteries operated by private companies. These include the Quebec lotteries, Loto-Quebec and Lotto Super 7, and the Ontario Lottery and Gaming Corporation and Western Canada Lottery Corporation. There are also private health lotteries.

The Lottery for the Arts is a unique fundraising event for Blue Line Arts and allows art enthusiasts to purchase original works of art by professional and emerging artists, while supporting education and outreach programs at the gallery. To participate, guests must secure a sponsorship or purchase Lottery Tickets before the day of the event, which can be purchased through a gallery staff member or at the website. The guest name registered on the Lottery Ticket must be present at the live event to make their selection.

While the Communist nation of Laos prohibits gambling, a private company is running its own state lottery through an office in the capital city of Vientiane. But critics say the company is rigging the system to avoid large pay-outs. Drawings for the national lottery, held three times a week, sometimes show numbers that have been bought and sold, such as 509 on Oct. 14, but later disappear from the ticket, RFA’s Ounkeo Souksavanh reports.

For many poor Vietnamese people, selling lottery tickets is the only way to earn a living. Huong, a single mother who is pregnant with her second child, makes about 230 000 VN-Dong ($10 US-Dollars) per day on good days. She and her husband Manh work a 16-hour shift every day, starting early with a breakfast of rice and vegetable soup before hitting the streets of Saigon to sell their tickets. It is an important source of income, and they prefer it to the socially detested act of begging. Huong and her family depend on this income to buy food, shelter and school supplies for the kids. The money also helps them survive during the rainy season, when their sales dwindle. Their life isn’t easy, though.
