The alleged corruption has prompted a directive from the prime minister’s office on Aug. 17 asking the ministry that oversees the state lottery to take steps to improve transparency in the system. The directive stipulates that the number of drawings in the state lottery should be reduced to one a week and that winnings must be handled more transparently. In addition, it orders the police to crack down on informal football lotteries and those selling chances in the state lottery through short messaging service. The directive does not mention a date for the implementation of its provisions. It is unclear whether these measures will help stem the tide of allegations that lottery officials are rigging the system. Regardless, the government continues to pay business interests that have close ties with the ruling elite for a stake in the state lottery.
