It also calls for drawing to be reduced from two to one a week, and for informal football lotteries and lottery chances bought via short messaging services to be closed down. These changes are supposed to come into effect soon. But some experts say they will not be effective. They say that the problem is too deep and rooted, and it will take more than just a few changes to make things better. For some people, selling lottery tickets is the only source of income.
