New Zealand Lottery is a Crown entity owned by the Government of New Zealand. It operates four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced the previous Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. The lottery also offers Keno, Bullseye and Instant Kiwi scratch card games. Lottery profits are distributed by the New Zealand Lottery Grants Board to charitable and community organizations.

Despite the state-run nature of the lotteries, the country has legalized and regulates some private lotteries as well. These operate under the supervision of the Lottery Regulatory Authority, which oversees the integrity of the national and regional lotteries. The Authority has the power to suspend or remove licenses of operators who are found to be operating illegally.

In Laos, the state-run lottery system has been accused of rigging its drawings to avoid large pay-outs. Sources in the communist nation say that officials manipulate winning numbers and rig the results of the national lottery, which is held three times each week. Drawings for the lotto have been known to show numbers that disappear from purchased tickets, or change from a number to another when a ticket is sold. On Oct. 14, the number 509 disappeared from all purchases of tickets that day, but then reappeared 10 minutes before the drawing was to take place, a source told RFA’s Lao Service.
