Today, there are many different types of lotteries, including state-based and privately operated games, instant lotteries, keno, and video lottery terminals.

Many people around the world make a living by selling lottery tickets. Whether they work in the official lottery or at unofficial stands, such as those on the streets of major cities, these workers earn a small income to support themselves and their families. They are sometimes subject to bribery and corruption, but they continue to do their jobs because they see it as a legitimate way to help others.

In Laos, the government’s legal state lottery is rigged to avoid large pay-outs, sources in the communist country tell RFA’s Lao Service. Drawings from the state lottery are not transparent, and the winning numbers change on a whim. For example, the number 509 that won in a recent drawing disappeared from tickets sold throughout the day before the event, and was later changed to 134 on a radio announcement. The office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 urging the Ministry of Finance, which oversees the state lottery, to improve its management.

Private business interests have a stronghold on the state lottery, and a lack of transparency makes it difficult for the public to verify the legitimacy of results, one source in Laos told RFA’s Lao Service. “The government should resume control of the state lottery,” the source said. “It should not be left in the hands of private business interests.” Reported and translated for RFA’s Lao Service by Ounkeo Souksavanh and Bounchanh Mouangkham.
