Some states limit the number of times per week that they run their lotteries. Some have laws that require players to be at least 21 years old. Other states prohibit the sale of lotteries to minors. In the case of the Florida Lottery, minors can purchase tickets but are not allowed to participate in the drawing.

Lao officials are rigging the country’s legal state lottery, sources in the communist nation tell RFA’s Lao Service. Drawings often show numbers that vanish from purchased tickets or are deemed unlucky. For example, the winning number 509 on Oct. 14 this year appeared only as 5 on tickets sold throughout the day of the drawing, a source said.

Officials at the Ministry of Finance have recently sent a directive to Lao state authorities asking them to reduce the number of drawings from two to one a week, and handle the winnings in a more transparent manner. Those responsible for the national lottery are private business interests with ties to Lao’s ruling elite, the source said.
