In some countries, private lotteries can be operated by state or municipal authorities while others are run by a monopoly. In China, for example, private lotteries can be held by the Beijing Sports Totalizator and Shanghai City Lottery. The state-owned Shanghai Lottery, on the other hand, has a monopoly over online lottery sales.
