For example, on Oct. 14 this year, the winning number 509 appeared only as a five on purchased tickets sold throughout the day of the drawing. The number is associated with the turtle, an animal that is considered unlucky in Lao culture.
A state official who spoke on condition of anonymity told RFA that some private business interests are involved in the lottery’s work, and that some members of the country’s ruling elite have stakes in those companies. “It’s not right that those businesses should be responsible for the national lottery because the drawings can’t be trusted,” he said.
A Finance Ministry official named Vilasack Phommaluck, who serves on the committee that oversees the lottery, told RFA that changes have been made in response to questions about the integrity of the national lottery. He also said the committee is considering other changes to help restore faith in the game, such as cutting the drawing back to once a week. This would make it easier to monitor the results and prevent shenanigans. In addition, the company could be required to show the drawings live rather than on TV. That may reduce the likelihood of shenanigans as well, but it won’t eliminate them entirely. Whether these changes are enough to reestablish public trust in the lottery will be seen soon.
