The directive says drawing times should be reduced to one per week, and that winnings should be handled more transparently. It also says informal football lotteries and lottery chances purchased via short messaging service must be stopped.

These include Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Yukon, Northwest Territories, Nunavut), and British Columbia Lottery Corporation (British Columbia). In addition to the national lotteries there are a number of independent lottery operators such as GTech Corporation which administers 70% of worldwide online and instant lotteries.

In the communist nation of Laos, lottery officials have been accused of rigging the system by manipulating winning numbers in order to avoid paying out big prizes. Officials have also been accused of giving lottery proceeds to relatives of the country’s ruling elite. RFA’s Lao Service has learned that business interests with a stake in the state lottery have also been implicated in the scandal.
