The world’s oldest lottery was created by King Francis I of France in or around 1505. Its modern version, the national lottery in France, dates from the late 17th century and is managed by a public body called the French Lotteries Authority. In addition to its official lottery, France has a number of regional and municipal lotteries.

In the US, lotteries are governed by state law and the federal government does not prohibit them. Some state laws require lotteries to be conducted by a reputable independent organization that is licensed to conduct the game, while others regulate lottery advertising and prohibit private lotteries. In addition, the state may limit the amount of money that can be spent on a ticket or how many tickets can be sold.

Laos has a legal state lottery, but its officials have been accused of rigging the system to avoid large pay-outs. Drawings of the national lottery often show numbers that vanish from purchased tickets or that are deemed unlucky, sources tell RFA’s Lao Service.

A Lao state official who spoke on condition of anonymity said private business interests should not be responsible for running the national lottery, because they cannot be trusted to conduct fair drawings.
