In the United States, for example, lottery games are regulated by state and federal laws. However, there is no federal law that prohibits Internet-based lotteries in the country.

In other countries, lotteries are operated by private companies. These companies often charge premiums over the base lottery price. The amount of the premium varies by website and type of lottery game. Some companies, such as GTech Corporation of West Greenwich, Rhode Island, manage 70% of worldwide online and instant lottery business, according to their own reports.

Laos’ communist government has not seized control of the national lottery but has handed it over to private business interests, sources in the Southeast Asian nation say. Drawings for the official state lottery are rigged, they say, with numbers that vanish from purchased tickets or are deemed unlucky appearing only in favored areas of the drawing board. For instance, the number 509 in a lottery draw on Oct. 14 this year appeared only on tickets with the number 5.

For many poor Vietnamese, selling lottery tickets is a way to make money. For a single mother such as Huong, who lives in the southern city of Saigon with her son Manh, the earnings are vital to surviving. On good days she can sell 250 lottery tickets, making a profit of about 11 US-dollars a day. On bad days she sells only 180 tickets. Like other lottery sellers, she works 16 hours a day.
