In the United States, state-run lotteries are the most common type of lotteries. The New Hampshire State Lottery, for instance, raises funds for education and public services. In Canada, the Interprovincial Lottery Corporation administers four nationwide lotteries: Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Life. In addition, a privately run health lottery, called the Health Lottery, was launched in 2011. Instant lottery tickets, known as scratch cards, were introduced in the 1970s and became a major source of US lotteries’ revenue.
New Zealand’s Lottery is controlled by the Government through an autonomous Crown entity, Lotto New Zealand. Its profits are distributed by the Lottery Grant Authority, which gives some of the proceeds to local communities and sports groups. In 2011, the total prize pool for the Lottery exceeded $1 billion, and more than half of the prizes were won by players from outside the country.
Laos is a complicated case. While gambling is illegal in the country, there are Special Economic Zones throughout the nation where casinos operate legally. In addition, a number of offshore online casinos accept players from the nation, although it is not safe to gamble at these sites without proper protection.
A lawmaker recently complained that lottery sales were booming in Laos, despite the fact that they are illegal. He said authorities in charge are capable of dealing with illegal lotteries, but that it would require investment to develop a system to track those involved. In response, the Minister of Justice promised to amend laws and regulations to address the problem. He also warned that lottery tickets purchased from foreign countries are not legal in the country. However, the minister failed to say when this change would take place. As a result, illegal betting continues to grow.
