For example, the winning number of a recent drawing, 509, was found on tickets sold throughout the day but suddenly changed to another number an hour before the draw, a source told RFA’s Lao Service.

The state-run lottery enterprise has cut the number of lotteries to two a week and eliminated its scratchcard lottery, which required buyers to scratch off a portion of the ticket to reveal a number. This follows complaints that the lotteries were encouraging people to gamble habitually and increase gambling addiction. Moreover, the number of illegal foreign lotteries being sold in the country has increased to four times a day. The ministry has urged the relevant sectors to invest in and set up a system that can trace those selling the illegal lotteries. This will help in tackling the issue, finance minister Bounchom Ubonpaseuth said.
