The Australian state-based national lottery system supports local jobs and is a significant contributor to education and health in Australia.

Unlike many Western nations, the communist country of Laos does not offer state-run lotteries. Instead, the national lottery is managed by a consortium of business interests with connections to the ruling elite. Those with a stake in the lottery are alleged to manipulate winning numbers to avoid large pay-outs, sources in Vientiane tell RFA’s Lao Service. For example, the number 09 has been seen as unlucky and was reportedly absent from tickets sold for the Oct. 14 drawing, even though it was the winning number in the previous drawing. Access to the number was restored only an hour before the scheduled drawing.

For poor Vietnamese, like Huong from Saigon, selling lottery tickets is the only way to make a living. On good days, she sells 250 tickets and makes a daily profit of about 11 US-dollars. On bad days, she sells only 180 and barely makes enough to feed her and her pregnant daughter. For them, the ticket selling is an alternative to socially detested begging. However, the current social security systems in Vietnam are not able to support the increasing population of less fortunate citizens.
