The lottery is a popular form of gambling that involves drawing numbers and winning a prize. In the past, buying a ticket in a Canadian lottery was illegal until 1967 when the federal Liberal government introduced a special law (an Omnibus Bill) to bring up-to-date a number of obsolete laws, including one concerning lotteries.

For many poor Vietnamese, selling lottery tickets is the only way to make a living. It beats the more socially detested act of begging, and on good days Huong can make up to 230 000 VN-Dong ($10 US-Dollars). Her husband Manh joins her during the 16-hour shift to help sell the tickets and eat their tiny daily profits.
