Lotteries are a type of gambling game where players are given a chance to win a prize by matching numbers or symbols on a ticket. They can be operated by governments, private enterprises, or a combination of both. In the United States, lottery games are regulated by state law and the federal government. Several different types of lotteries are offered, including state-based multi-state lotteries, instant tickets (also known as scratch cards), and keno. Instant tickets have become an important source of revenue in many jurisdictions. Unlike traditional slot machines, instant games require players to input a special code to verify that they are legitimate. The largest state-run lotteries in the world are the US Powerball and Mega Millions, which are played by residents of participating states. The total payout of these two lotteries is more than US$10 billion per year. In addition to these national lotteries, most states have local or regional lotteries.

In Canada, a series of lotteries are run by provincial and territorial governments through the Interprovincial Lottery Corporation: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), British Columbia Lottery and Gaming Corporation (British Columbia), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, and Nunavut). In Australia, there are state-based lotteries as well as the Australian Lottery, which is operated by the Tatts Group. Other national games include Set for Life, Lucky Lotto, and the Health Lottery.

While lotteries are regulated in most countries, there are exceptions. In some countries, such as the United States, there are numerous illegal lottery games that operate without licenses or compliance with state law. These unlicensed operations, also referred to as illegitimate lottery activities, are often operated by organized crime groups or individuals seeking a fast way to make money.

Officials in the communist country of Laos are rigging the national lottery, manipulating the results to avoid large pay-outs, sources in the country tell RFA. During drawings, the winning numbers are frequently changed from those purchased by the public. In one example, the number 134 appeared on tickets sold throughout the day before the Oct. 14 drawing, but was later changed to 662. Lao authorities have not commented on the claims, but RFA’s sources say that business interests with close ties to the ruling elite are behind the manipulations.
