In the early days of the Internet, lotteries were a popular way to raise money for charitable projects. Some were based on scratchcard games, others on lottery-style games played online. Some were run by government-authorized organizations and some were operated privately. In the latter case, winnings were not taxed in the country where the lottery was held. In the United States, the most famous example was the Powerball game. Its prize pool exceeded $2 billion in its first 10 years of operation, and it was the most popular game in the world. In the UK, meanwhile, there was the National Lottery, which is still going strong. The National Lottery has also expanded into the digital realm, with a number of online games.

Some of these games are available for free, while others require a subscription fee. A few companies, such as GTech Corporation in West Greenwich, Rhode Island, administer the majority of online lotteries worldwide. They also offer software for companies that want to create their own online lottery games.

Lotteries have long been a source of public revenue in many countries. The first public lottery in France was organized by King Francis I in or around 1505. Later, the practice declined for two centuries before reappearing in the 17th century as a private lottery for Paris municipalities and one for religious orders. Today, there are over 50 state-licensed lotteries in the US and dozens of foreign ones. The largest lottery in the world is the Spanish Christmas Lottery, which has a prize pool that averages EUR2.4 billion per year.

In the communist nation of Laos, officials are accused of rigging the national lottery to avoid paying large prizes to winners. Drawings are often manipulated by giving numbers to people connected with the ruling elite. RFA’s Lao Service has interviewed several people who have lost a substantial sum in the lottery.

A man who was a member of the Communist Party and a business partner in an oil company told the Lao service that his number, 134, was chosen because of its association with a buffalo, a symbol of good fortune. But when the number was announced over the radio, it changed to 662 only minutes before the drawing.

For some poor Vietnamese, selling lottery tickets is their only source of income. They prefer it to the socially detested act of begging. On lucky days, a single mother like Huong from Saigon can sell up to 230 000 VN-Dong (about 10 US-Dollars). But the profits are often barely enough to keep them alive. Their day starts at 5 am, when they have a small breakfast of rice and vegetable soup before hitting the streets.
