The lottery is a form of gambling that involves drawing numbers to determine the winner of a prize. Some governments prohibit it, while others endorse and regulate it. Some also have specific laws that govern how prizes are awarded and distributed. The term “lottery” is also used to describe games of chance that use a random number generator, such as keno or video lottery terminals (slot machines in all but name).

The most popular lotteries are state-run, though private businesses sometimes run their own versions. In addition to the traditional lottery, many jurisdictions now offer instant tickets and keno. Some also have online lotteries where players can play from the comfort of their homes. Despite the legality of these games, lottery fraud is widespread.

Lotteries can be a great source of revenue for the government. For example, the New Zealand Lottery generates over $1.2 billion per year for charitable causes and community organizations. The profits are distributed by the New Zealand Lottery Grants Board, which is an independent Crown entity that acts independently from the Department of Internal Affairs. Other statutory bodies that receive funds from the Lottery Grants Board include Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission.

In the communist country of Laos, however, lottery officials are rigging the system to manipulate winning numbers and avoid large pay-outs, sources in the Southeast Asian nation tell RFA’s Lao Service. Officials frequently change the winning numbers between draws to avert public scrutiny and keep a large percentage of the proceeds for themselves, the sources say. They also sometimes block access to the winning numbers on TV and radio, for example when a certain number was announced on Oct. 10—134—but was later changed to 662.

The office of Prime Minister Thongloun Sisoulith recently sent a directive ordering the Ministry of Finance, which oversees the country’s legal state lottery, to work with the Ministry of Public Security to reduce the problems. The directive stipulates that drawings should be reduced to one a week, and winnings must be handled in a more transparent manner. It also orders that informal football lotteries and the sale of state lottery chances via short messaging services be closed down. The directive is expected to be enforced soon, but the timing has not been specified.
