Lotteries are a form of gambling in which players are given a chance to win a prize by matching a series of numbers or symbols. Most of the time, the prize is money, but sometimes it can be other items or even services. They are usually conducted by state or territorial governments. In some cases, private business interests operate the lottery systems. In addition to the traditional forms of lotteries, there are also online versions that allow players from around the world to participate.
The first public lotteries were created in Europe in the 16th century. They were a popular way to raise money for civic projects. In the United States, the modern state lottery began in 1903. Currently, American lotteries are operated by private companies under licenses from the states and territories. The largest of these is GTech Corporation, based in West Greenwich, Rhode Island. The company handles 70% of the worldwide online and instant lottery business.
In Canada, lottery games are regulated at the provincial level. The provinces and territories have their own lotteries, as do some municipalities. There are currently four nationwide lotteries: the Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. These lotteries are administered by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions, each owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut) and British Columbia Lottery Corporation (British Columbia).
In Laos, the government is taking steps to regulate lottery games and protect players from fraudulent operations. It is imposing tighter controls on private business interests and is requiring that winners provide a copy of their ID card and a receipt when they claim prizes. The Lao Ministry of Finance is also considering a law to require that winning tickets be verified by the official records office.
The authorities in Vietnam are also taking steps to crack down on lottery scams. The government recently issued a directive that requires the registration and monitoring of lottery retailers. It also aims to reduce the number of people who buy tickets from unregistered agents and to increase the penalties for illegal lottery activities. The move is intended to stop the proliferation of underground lottery outlets in cities such as Hanoi, Saigon and Ho Chi Minh City. For many impoverished Vietnamese, selling lottery tickets provides their only income. Many prefer this work to the socially detested act of begging, as it is easier and less stressful.
