Lotteries are games of chance operated by a government, with prizes that can be used as currency or cash. Prizes can range from a small amount of money to valuable goods or services. New Zealand has a national Lottery run by the Lottery Grants Board, which allocates proceeds to community groups and charities. The Lottery Grants Board operates independently of the Government. This allows for the rapid distribution of funds and for local autonomy. Lottery funds are also used to fund sport and other cultural activities.
Canada has a long history of state-regulated lotteries. In 1967, Montreal mayor Jean Drapeau attempted to recover the cost of the World’s Fair and subway system by launching a “voluntary tax”. For $2.00 he offered participants a chance to win silver bars instead of money. Despite protests from the Minister of Justice, the Montreal city council approved the tax and the monthly lottery draws went off without a hitch.
On Oct. 14 this year the winning number for the national lottery was 509, but it appeared only on a few tickets sold throughout the day and then disappeared from purchased tickets, RFA’s Lao Service reported. A source said this was done to prevent a large pay-out and was the result of an internal conspiracy.
The Lao state official, who spoke on condition of anonymity, said private business interests with stakes in the lottery’s work include individuals with ties to the country’s ruling elite. The state should resume control of the lottery, he said. In the meantime, he called on authorities to reduce drawing times from two to one a week and improve transparency. Informal football lotteries and lottery chances purchased via short messaging services should also be closed down, he added. These operations cannot be trusted, he said. The Lao state official also urged the Ministry of Finance to better manage the lottery and work with the Ministry of Public Security to combat illegal gambling.
