A report published by RFA’s Lao Service found that lottery officials are rigging the system, manipulating winning numbers to avoid large pay-outs. Officials have denied the allegations.

For example, one single mother named Huong is able to make up to 230 000 VND (US-Dollars) on lucky days when she sells lottery tickets in the streets of Saigon. For her, this is a much better option than the socially detested act of begging. The money she makes selling lottery tickets is enough to keep her and her baby alive. The money also gives her the chance to save for her upcoming wedding.
