Lotteries are games of chance in which people have a chance to win a prize based on the selection of numbers or symbols. They are a popular form of gambling and a source of revenue in many countries. They may be operated by a central government, state, local government, or privately run. The prizes range from small cash amounts to large houses and cars. Lottery operators collect ticket purchases and a commission for each winning number or symbol. They also provide marketing and operational support services. The lottery industry has developed a range of products to appeal to different consumer groups and meet changing market needs. These include instant games, video lottery terminals, and keno.

The first recorded lottery was a drawing for a horse and carriage drawn by a parish priest in France in 1510. Other lotteries were introduced in the 17th century, including public lotteries for the city of Paris (Lotterie de L’Hotel de Ville) and religious orders (Lotteries des Ordonnances). Private lotteries were common in early 19th-century America and were regulated by state law. Some were held in churches, while others were organized by merchants and affluent families. Some were even used to fund military campaigns.

In 1967, the federal Liberal government introduced a special law—an Omnibus Bill—that brought up-to-date a number of obsolete laws, including those concerning lotteries. Montreal mayor Jean Drapeau decided to try to recover some of the costs incurred for the World’s Fair and new subway system by holding a “voluntary tax”. For $2.00 a person could buy a chance at silver bars or $100,000 in cash. The prize was not a traditional jackpot but rather the winner would have to reply correctly to four questions about Montreal in a second draw.

Today Canada has four nationwide lotteries, the National Lottery, Lotto 6/49, Lotto Max, and Daily Grand, operated by an interprovincial consortium of provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Yukon, Northwest Territories). The UK operates a number of national games, including the main Lotto, Thunderball, Set for Life, and Health Lottery. Australia has state lotteries in each province and territory, as well as a national game operated by Tatts Group, and the Dominican Republic has its own state-owned Loteria Electronica Internacional Dominicana.
