The lottery is a game of chance that involves the drawing of numbers for a prize. It has been used to raise money for a variety of public and private purposes. Other statutory bodies that receive allocations from the Lottery include Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission.

Unlike most other games of chance, the winnings from a lottery are not taxed in the United States. However, winnings may be subject to other taxes or fees in the jurisdiction where a player lives. A player can find information about local laws and regulations by consulting with a lawyer.

In Canada, in 1967 the Liberal government introduced an Omnibus Bill intended to bring up-to-date a number of obsolete laws. One of those bills was an amendment to the Criminal Code concerning lotteries. Montreal Mayor Jean Drapeau immediately contested the legality of this “voluntary tax”, saying that his lottery did not contravene federal law. In spite of his stance the monthly draws continued to draw players from all over the world, including the United States and Europe. In September 1968 a Quebec appeal court declared the “tax” illegal.
