In Laos, however, the government has given control of the national lottery to a number of private businesses that are linked to the ruling elite. The companies are required to pay the state a yearly fee for the concession. The state doesn’t disclose how much they pay, nor does it inspect their activities. The businesses have been accused of rigging the lottery by manipulating winning numbers and preventing winners from collecting their prizes. According to a state official who spoke on condition of anonymity for RFA’s Lao Service, “The companies that run the national lottery should be shut down because they aren’t doing their jobs properly.” The government must resume control of the national lottery. The prizes should be distributed to all entrants. In addition, the company that owns the national lottery should have a clear legal structure and strict transparency.
