The lottery is a source of public revenue, with proceeds supporting education and health care in the country.

Lao lottery officials are rigging the system, manipulating winning numbers to avoid large pay-outs, sources in the communist nation tell RFA’s Lao Service. For example, the number 09 appeared only as 5 on purchased tickets for last week’s drawing after a great deal of demand to buy tickets with that number, a resident of the capital city Vientiane told RFA on condition of anonymity.

Despite claims of transparency, the Lao lottery is not being properly managed by the government. The business interests responsible for the lottery are alleged to include family members of senior politicians, and no one is sure how much they pay the government in exchange for its concession.
