Laos has no national lotteries but does have individual companies that run local lotteries and sports pools. These are often controlled by wealthy families who have ties to the ruling elite. Some of these businesses are allegedly manipulating the lottery to avoid paying out large sums of money, according to RFA’s Lao Service.
Lottery officials are rigging the system in the communist country of Laos, sources in the Southeast Asian nation say. Drawings in the country’s national lottery, which are held three times each week, frequently show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be picked. For example, the winning number 509 in a drawing on Oct. 14 this year appeared only as 5 on tickets sold throughout the day of the drawing. Those numbers are regarded as buffalo numbers in Laos, and many buyers sought tickets that included the number. A source in the capital Vientiane told RFA’s Lao Service that private business interests should not be responsible for managing a national lottery, because results can’t be trusted.
