Lottery officials in the communist country of Laos are rigging the system to avoid large pay-outs, sources in the Southeast Asian nation tell RFA’s Lao Service. Drawings in the national lottery, which take place three times each week, frequently show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to be chosen. Those running the lottery include private business interests with ties to the country’s ruling elite, a source in the capital Vientiane said.

The office of prime minister Thongloun Sisoulith sent a directive on Aug. 17 requesting the Ministry of Finance, which oversees the country’s legal state lottery, to work with other departments to solve the problem. The directive calls for reducing the number of state lottery drawings to one each week and handling winnings in a more transparent manner. The directive does not mention a timeline for implementation. However, deputy finance minister and state lottery supervisor Sila Viengkeo told RFA that the provisions of the directive would be strictly enforced. He said the accusations of a lack of transparency were unfounded.
