The number is associated in Laos with the buffalo, a symbol of good luck, and many buyers wanted to pick that number, but access was blocked before the draw took place. The source added that the business interests involved in the lottery have close ties to the ruling elite. A government official speaking on condition of anonymity echoed these concerns. The official said that the ministry of finance is now requiring state lottery managers to reduce the frequency of drawings and be more transparent in handling winnings.
