Despite this, private business interests that have a stake in the lottery’s operations are not transparent to the general public, sources tell RFA’s Lao Service. They include some with close ties to the country’s ruling elite. One Lao state official speaking on condition of anonymity said that lottery companies that distribute money won through the lottery have been reducing their payouts to avoid large pay-outs.
On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive asking the ministry that oversees the country’s legal state lottery to work with the ministry of public security to address concerns over corruption and transparency. A spokesperson for the ministry told RFA that drawing times for the lottery will be reduced and winners must be verified. The directive also calls for the phasing out of informal football and lottery chances purchased through short messaging services. It will also close a number of lottery-related websites, including those offering instant scratch card games. It is not yet clear when the new directive will be implemented.
