The ministry now wants to reduce the number of state lotteries to two a week, and close informal football and lottery chances purchased by SMS.

For example, on Oct. 14 this year, the winning number 509 appeared only as a five on tickets sold throughout the day of the drawing. The number was supposed to be announced on the radio at around noon, but it changed only 10 minutes before the drawing, a source told RFA.
