Lotteries are a form of gambling in which numbers are drawn to win a prize. Prizes are often goods or cash. Lottery games are popular in many countries. Some are government-operated, while others are privately operated. Government-operated lotteries are typically run by state or provincial governments. Privately-operated lotteries are usually run by individuals, groups, or businesses. Some are not legitimate and may use unfair methods to lure customers or bilk them of money. The legality of lotteries depends on the laws of the jurisdiction in which they are operated.
In the United States, lotteries are regulated by state law. The government regulates the number of prizes, the maximum jackpot, and other rules. In addition, state regulators may prohibit advertising or other activities that would attract minors. In Canada, the Ontario Gaming Control and Licensing Act sets out the rules for a lottery. The province’s gaming authority is responsible for enforcing the Act and ensuring that all lottery games are played fairly and openly.
Before 1967, buying a lottery ticket was illegal in Canada. That year the federal Liberal government introduced an Omnibus Bill to bring up-to-date a number of obsolete laws, including those concerning lotteries. Today Canada has four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. They are administered by the Interprovincial Lottery Corporation, a consortium of the five regional lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, and Nunavut), and British Columbia Lottery Corporation (British Columbia).
New Zealand has an independent Crown entity called Lotto New Zealand that manages the national lottery. Profits from the lottery are distributed by the Lottery Grants Board to community organizations and charities. Lotto New Zealand offers four games: Lotto, Powerball, Bullseye, and Instant Kiwi. Winning tickets can be redeemed at any Expanded Cashing Authority Program (XCAP(tm)) retailer, unless directed to claim at Lottery headquarters. Winnings of over $600 require a photo ID and proof of social security number to be claimed at Lottery headquarters.
The Lao government has started to crack down on illegal online lottery sales originating in Vietnam, sources tell RFA’s Lao Service. Lotteries from Vietnam, Cambodia, Thailand, China and the Republic of Korea are sold in Laos as many as four times a day. Drawings of the national lottery have been known to show numbers that disappear from purchased tickets, and winning numbers are frequently rescheduled for the following drawing. For example, the number 509 that appeared on tickets sold throughout the day of Oct. 14’s drawing was later changed to 134 for the following day’s drawing. The Lao finance minister recently told the National Assembly that action is being taken to regulate these illegal operations.
