In Laos, the state-owned company that runs the legal lottery has been criticized for its inability to curb illegal and illegitimate operations. Those operating illegal lotteries sell lottery tickets from other countries to Laotians, which is against the law. Some of these operations are run by businessmen with ties to the country’s ruling elite, according to a source who spoke to RFA’s Lao Service on condition of anonymity. The minister also vowed to take action to address illegal lotteries.

Dokkeo, who won the first jackpot in the lottery, said she plans to share her winnings with her family and use some of it to travel. “South Korea, Japan, Vietnam—you name it,” she said.

Maryland Lottery officials encourage players to play responsibly and only purchase tickets from authorized retailers. Winning tickets with a value up to $600 can be redeemed at any Expanded Cashing Authority Program retailer, provided that the ticket holder provides proof of identity and the winning ticket number. Winnings over $600 require a trip to the Maryland Lottery headquarters in Baltimore, along with a photo ID and social security number or federal tax ID number.
