The directive calls for drawing times to be reduced from two to one a week and for winnings to be handled more transparently. It also calls for an end to informal football and lottery chances sold through short messaging services. The directive was sent in response to complaints from the public. The directive comes amid allegations that businesses with ties to the government have been taking advantage of the system.
